Abstract
Regulation of the United States' marine resources suffers as a result of fragmented jurisdiction and legal authorities. This short article provides an overview of just how complex and uncoordinated regulation of those resources has become -- a fact that both the Pew Oceans Commission and the U.S. Commission on Ocean Policy emphasized in their respective reports in 2003 and 2004.
