Abstract
This article discusses the background of attempts to reform the American health care system, dating back to the early 20th century, and the major current problems, including very high costs, cost increases that greatly exceed the overall inflation rate, inadequate coverage, and high out of pocket expenses that threaten many with bankruptcy and deter others from seeking needed care. The article describes the tax benefits associated with health insurance coverage, particularly when provided by an employer, and notes that these benefits flow mainly to upper income individuals. The article notes that ERISA preemption forestalls many state and local reform efforts. Finally, the article discusses current reform proposals at both the state and federal levels.
