Abstract
The exercise of individual privacy rights can enter into conflict with the application of confidentiality rules. The reason is that privacy rights include transparency and access rights and exercising these rights sometimes collides with confidentiality rights of others. Often a balance needs to be established between confidentiality needs and the exercise of individual privacy rights. Which interests do, in such a situation, prevail?
