Abstract

This article examines the idea of an ASEAN Socio-Cultural Community and the possibility of institutionalization. ASEAN’s plan for a socio-cultural community is evaluated from an institutional perspective, which takes into consideration the regional political and social environment as well as the role of the individual. By examining the problems in identity-building in ASEAN, the paper shows that institutionalization is a difficult and contradictory process which will have some unintended consequences.
