This paper describes the importance of the November 4, 2008, referendum on whether to call an Illinois Constitutional Convention; summarizes the history of Illinois constitutional revision; analyzes the forces operating for and against constitutional change in Illinois and the principal issues regarding the Illinois Constitution; and places the Illinois experience within the broader field of state constitutions and state government.
