Intercity Bus Passenger Transport: Structure, Performance and Regulatory Challenges

Abstract:     
This paper analyzes the structure and performance of the intercity bus passenger transport in Brazil. The interstate segment of the sector is regulated by the Federal Government and faces increasing competition by auto and air transportation. The regulatory regime of the sector is reviewed with emphasis on the requirements for the entrance of new firms. Selected performance and demand indicators are discussed, as well as the present organization of the sector. The main conclusions point in the direction of the pressing need for federal policy definitions regarding inter-regional personal mobility and sectoral regulation.
