Abstract:
The "No Child Left Behind Act of 2001" legislated the "New Science of Reading" as consisting of five elements: Phonemic awareness, Phonics, Vocabulary, Comprehension, and Fluency. The article examines the record and submits that the scientific status of the elements is akin to that of Earth, Air, Water, Fire, and Phlogiston.
