Pete Rose and Baseball's Rule 21

Abstract:     
The paper re-examines Pete Rose's claim for inclusion into baseball's Hall of Fame. It suggests MLB overstates the importance of Rule 21, its ban on gambling. The paper was presented at the annual meeting of a baseball history society and will be published in their periodical entitled "Nine: Journal of Baseball History and Culture."
