Abstract:     
This paper is a chapter of the Festschrift offered to celebrate Carlota Perez’s 70th birthday, in September 2009 in Tallinn University (Estonia). Drawing on Carlota Perez' works on technological cycles, long waves of development and systemic crises, the link is made between the evolution of technology and that of institutions. The relationship is made between the evolutionary dynamics of technology and the destructive creation process within institutions and public organizations. Building on the statement of facts that, in history, the leading countries have politically monitored this process, we draw an agenda for public management that runs counter the theories propagated by the New Public Management trend.
