4th Pillar Organizations in CanadaMargaret DalzielUniversity of Ottawa - School of Management September 15, 2005 Abstract: This preliminary investigation into 4th pillar organizations in Canada was commissioned by the Prime Minister’s Advisory Council on Science and Technology in July 2005. It represents a first effort to characterize 4th pillar organizations on a conceptual level and to estimate the nature and size of the population of 4th pillar organizations in Canada. The objective of the report is to lay the groundwork for a consideration of how the government can leverage 4th pillar organizations as vehicles of increased innovation and productivity, particularly among small and medium sized enterprises.
