What Lies Beyond the Second Roaming Regulation?

The Second EU Roaming Regulation extended the scope and duration of the regulation of the prices for international mobile roaming. It is now subject to review by the European Commission, with the option of a further legislative proposal. Some waterbed effects can be seen in prices for non-European destinations and non-European visitors. This article examines the options before the EC. Despite calls for a more sophisticated approach, there is no simple way to the general regulatory framework, in the absence of a workable market definition. Thus the most likely outcome is a further period of regulation, given concern that prices will rise if the existing caps were removed.
