Abstract:     
The Southwestern Poverty Reduction Project is widely recognized as a successful project in achieving its goals in China. Its monitoring system played a very important role in project management. To ensure project impact, the system employed both traditional and innovative methods in monitoring. However, this donor-oriented monitoring system also caused delay and distortion during information flow to a certain degree.
