Abstract

This is a shortened and revised version of “The Failure of Public WiFi,” Journal of Technology Law & Policy, Vol. 14, p. 161, 2009. It describes the failure of the widespread plans to provide public wireless internet access. It identifies the regulatory, technical, and economic causes of the near-universal failure of these ambitious plans.
