An Unexpected Breakthrough in Hong Kong's Constitutional Reform in 2010

Abstract:     
In November 2009, the Hong Kong Special Administrative Region (HKSAR) Government published a Consultation Document on Methods for Selecting the Chief Executive and for Forming the Legislative Council in 2012. This paper reviews Hong Kong’s constitutional developments since then, particularly the unexpected turn of events in the week of 14-20 June 2010 which led to the Government’s constitutional reform proposals being passed by the Legislative Council of the HKSAR on 24 and 25 June 2010.
