Regulating Altruistic Agents

Abstract:     
Altruism or regard for others can encourage self-restraint among generators of negative externalities, thereby mitigating the externality problem. We explore how introducing impure altruism into standard regulatory settings alters regulatory prescriptions. The optimal calibration of both quantitative controls and externality taxes is affected. It also leads to surprising results on the comparative performance of instruments. Under quantity-based regulation, welfare is increasing in the propensity for altruism in the population; under price-based regulation, the relationship is non-monotonic. Price-based regulation is preferred when the population is either predominantly altruistic or predominantly selfish; quantity-based regulation is preferred for cases in between.

(L'altruisme (ou les gards pour les autres) peut encourager une certaine retenue chez ceux qui gnrent des effets externes ngatifs, mitigeant ainsi le problme des externalits. On se demande comment l'introduction d'un altruisme impur dans les cadres rglementaires standards peut modifier les prescriptions de rgulation. Voil qui affecte la calibration optimale la fois des contrles quantitatifs et des taxes sur les externalits. On obtient aussi des rsultats surprenants dans la comparaison de la performance des divers instruments. Dans un rgime de rgulation bas sur les quantits, le bien-tre s'accrot avec la propension l'altruisme de la population; dans un rgime de rgulation par les prix, la relation est non-monotone. La rgulation par les prix est prfrable quand la population est soit principalement altruiste soit principalement goste, alors que la rgulation par les quantits est prfrable pour les situations entre les deux.)
