PolskyUniversity of North Carolina (UNC) at Chapel Hill - School of Law Michigan Law Review First Impressions, Vol. 109, p. 73, March 2010 UNC Legal Studies Research Paper No. 1786627 Abstract: This short essay in Michigan Law Review First Impressions describes how the individual mandate could be reconstructed as an escrow account.
