This paper is a guide to researchers considering estimating cost shift rates or wishing a more detailed, econometric interpretation of the literature that does. It is a companion to Frakt A. 2011. How Much do Hospitals Cost Shift? A Review of the Evidence. Milbank Quarterly 89(1), which I assume the reader has read.
