Abstract:     
In March 2011 Mr Justice Moriarty completed an inquiry begun in September 1997 into alleged payments to ministers in the Irish government. His findings, contested by some parties, cast doubt on the award on the second GSM licence, with evidence of payments to the minister concerned who was also found to be profoundly corrupt in another matter.
