The European Union's New AmbitionsFrancesca BignamiGeorge Washington University - Law School November 11, 2005 American Society of International Law Proceedings, Vol. 99, pp. 363-366, 2005 GWU Law School Public Law Research Paper No. 563 GWU Legal Studies Research Paper No. 563 Abstract: This contribution, prepared for the annual meeting of the American Society of International Law, examines the impact of the democratization of the European Union on external relations. It argues that the empowerment of the European Parliament and the emergence of fundamental rights carry the potential for discord in international relations. Not only must another set of elected politicians - European parliamentarians - ratify international agreements, but what were previously styled as technical decisions are now framed as fundamental value choices that affect all European citizens.
