The Next Next Greatest Thing: An Electric Cooperative ManifestoDonald M. KreisVermont Law School, Institute for Energy and the Environment Vermont Law School Research Paper No. 11-18 Abstract: Electric Cooperatives are in crisis, owing to management scandals and environmental controversies. This paper argues that a return to fundamental cooperative principles is in order and can be accomplished without compromising the independence and flexibility enjoyed by management at these utilities. Suggested reforms include transparency and good-governance initiatives.
