The paper was written during the transition from communist to democratic rule in the Baltic states (Latvia, Lithuania, and Estonia) in 1991, as part of an advisory program under grant from the United States government. Written under the auspices of the Hudson Institute, the paper outlines some of the key elements of a modern commercial law system in a market economy.
