Abstract:     
The Beason-Hammon Alabama Taxpayer & Citizen Protection Act (H.B. 56) has many unintended consequences. The law creates a culture of impunity for those who prey on vulnerable immigrants such as victims of domestic violence. H.B. 56 also undermines the aims of federal protections in place to protect these immigrants.
