Abstract:
The Court of Justice of the European Union will soon rule on two “SABAM” cases that call for a system of filtering and blocking of electronic communications. If the Court authorizes such measures, its decision would have a considerable impact on the regulation of the Internet worldwide: The very filtering and blocking that is recommended would have many negative practical effects on legal, economic and social developments.
