Is CCT the Solution for Public Education in Egypt?Hebatallah GhoneimGerman University in Cairo March 5, 2012 Abstract: Education Reform is a concern for each country as it is the main tool to ensure human resource improvement. Latin America has used programs known as Conditional Cash Transfer Program that targeted alleviating poverty, improving education and promoting health. Such programs face the problem of asymmetric information, as government give aid to citizens, but not sure how they would use this cash. This problem is known as moral hazard. This paper uses Game Theory analysis to show the moral hazard that would be created due to applying such program in Egypt.
