The Nagorno-Karabagh Crisis: A Blueprint for ResolutionPublic International Law & Policy Groupaffiliation not provided to SSRN New England Center for International Law & Policyaffiliation not provided to SSRN June 1, 2000 Public International Law & Policy Group and the New England Center for International Law & Policy, June 2000 Abstract: On May 17th and 18th, 2000, an international conference was held in Washington, D.C., entitled "The Nagorno-Karabagh Crisis: A Time for Resolution." All interested parties to the conflict were invited to participate in the conference, and many different perspectives on the conflict and its resolution were presented. This Memorandum prepared by the Public International Law and Policy Group and the New England Center for International Law & Policy, while not a conference report, takes into consideration many of the ideas and initiatives presented at the conference and argues that a long term solution to the Nagorno-Karabagh crisis lies in the adoption of a policy of intermediate sovereignty followed by earned recognition for Nagorno-Karabagh.
