AllenUniversity of Washington - School of Law; USCG Center for Maritime Policy & Strategy April 16, 2012 Abstract: Challenges and opportunities facing leaders in the Arctic domain were the focus of a two-day conference convened by the U.S. Coast Guard Academy and the U.C. Berkeley Law of the Sea Institute. A number of speakers and members of the audience expressed concern that U.S. leadership within the Arctic Council and more generally on Arctic maritime issues of concern to the nation will be undermined by the fact that the U.S. is the only member of the Arctic Council who has not ratified the 1982 Law of the Sea Convention.
