Abstract

Federal Crack sentences have been sharply reduced, but this change has not been made retroactive. This article urges that the President look to President Ford's systemic clemency process for draft evaders as a workable means to bring fairness to those unaffected by the reform of crack sentening.

Keywords: sentencing, clemency, pardon power, President Ford, commutation
