Desbalance Fiscal, Modelo de Subsidios: Tendencias, Logros y Lecciones (Fiscal Deficit, Subsidy System, Trends, Achievements, and Lessons)

Abstract

The 1991 Constitution and in the Regime of Public Services or Law 142 of 1994, RSPD created a new scenario for the provision of services that helped improve the conditions for providers and users. These new rules represent the biggest challenge for social policy, particularly in the management and allocation of subsidies. The Charter granted social rights that citizens should exercise to commit significant public resources through fund transfers. After more than a decade to implement the reform it is necessary to analyze its progress and identify remaining problems or those that arose as a result of its application.
