Abstract
The book presents results of theoretical study and practical research in the field of e-Governance and open government, knowledge generation, sharing and dissemination in public administration and business management.
The results obtained contribute to the accumulation of knowledge on the involvement of E-governance in the public sector and process management therein. The explicit knowledge for good practices stored in a virtual library can be used for extracting new implicit knowledge. The profound analysis on implicit knowledge generation models and methods includes the relevant initial requirements, processing methods and highlight of the types of extracted knowledge. As public organizations are primarily knowledge based, the integration of the knowledge management concept in government provides for expanding the administrative capacity of the public sector and represents source of competitive advantage.
New trends in society, politics and technologies change government in the direction of making it more transparent and open. The foundation for the implementation of an open government is open data. The promotion of open data supports the realization of an open government. Modernization of administrative services is seen as using and developing E-governance for their on-line organization. A way of bringing the administrative services to the public is by using communication tools, E-conferencing and visualization which ensure the democratization of the administrative and management processes through real life participation.
The trends of collaboration and knowledge-based decision making affect business processes by implementing systems for E-management in product and workflow design, determination of eligible technological variants and documentation generation. Tools from the field of project management are proven to be applicable to business processes management.
The new trends in administrative and business process management based on implementation of both explicit and implicit knowledge contribute to E-governance by transferring the scientific research results and integrating them in the process of education.
