Abstract

The concept of sovereignty has been subject of great controversies, particularly since the beginning of the xx century. From the notion of a national-state with impenetrable borders, derived from the Westfalia Treaty, we have arrived to the idea of states that can be reached by actions of the international community. The question that we want to answer here is if the internationalization of Human Rights is part of the issues that interfere with sovereignty due to the fact that they are no longer considered as an exclusive responsibility of the states, but as one attributed to the international community through the compromise of the “Responsibility to Protect”.
