Abstract:     
This is an invited contribution to a symposium issue on Daniel Bodansky's "The Art and Craft of International Environmental Law." The piece considers Bodansky's idea of International Environmental Law as a 30% solution to international environmental problems in the context of: 1) norm proliferation and continuing environmental decline, and 2) the concept of sustainable development as an obstacle to environmental improvement.
