The Help America Vote Act: Unmet Expectations?

Federal involvement in state election law matters did not begin with an infamous 2000 Florida case. Congress and our courts have been entangled in the political thicket of election law issues since at least the early 1960's, as evidenced by congressional legislation that supports fair voting practices and equal access to voting processes, as well as United States Supreme Court cases that have rearranged the United States electoral landscape. Without the aftermath of the 2000 Presidential election, however, there would have been no urgency in passing the Help America Vote Act 2002 (HAVA).
