Abstract

This is a draft study of affordable housing on Staten Island, New York prepared by the Center for the Study of Staten Island in 2008.This study: documents the extent of the problem — the lack of affordable housing and the changing nature of the housing stock — with some comparison to other parts of New York City, the region, and the nation; provides a strategic scan of existing literature related to affordable housing and affordable housing policy in general; examines current municipal, state and national affordable housing policies in the region and how these play out on Staten Island; considers the interplay between affordable housing issues and other issues, e.g. economic growth, transportation, environmental concerns etc., and examine the policy tradeoffs between these; and offers a menu of possible policy changes that might be enacted to improve the availability of affordable housing on Staten Island.

Keywords: Affordable housing; housing policy; Staten Island; zoning; exclusionary zoning
