Abstract

Italian Abstract: La bilancia dei pagamenti della tecnologia riguarda le transazioni con l’estero di tecnologia non incorporata in beni fisici. Con l’introduzione in Italia del nuovo sistema di rilevazione dei dati basato principalmente sulla segnalazione diretta delle imprese, i flussi lordi risultano notevolmente aumentati rispetto al precedente sistema imperniato sui regolamenti bancari; il disavanzo complessivo si amplia, soprattutto nella compravendita e concessione di brevetti, royalties e licenze. In questo lavoro si presentano per la prima volta i nuovi dati e la ricostruzione delle serie storiche dal 1992. L’incidenza sul PIL rimane ancora relativamente ridotta rispetto alla maggior parte dei paesi avanzati, nei confronti dei quali si concentra il deficit dell’Italia; emergono invece saldi positivi con l’area esterna alla UE, in particolare con alcune economie emergenti. Più della metà delle esportazioni sono riconducibili alle imprese manifatturiere, che riescono a conseguire un saldo in equilibrio; all’origine del disavanzo è invece il comparto dei servizi, con l’eccezione di quelli professionali (soprattutto architettura e ingegneria). Infine, l’interscambio appare concentrato in un ristretto numero di imprese internazionalizzate.

English Abstract: The technology balance of payments concerns external transactions in disembodied technology. Since the introduction in Italy of a new data collection system based mainly on direct reporting by enterprises, credits and debits tend to be appreciably greater than they had been under the old system based on bank settlements; the overall deficit increases, especially in sales or other transfers of patents, royalties and other licences. The new data and the revision of the time series from 1992 are presented for the first time in this paper. Italy’s trade in disembodied technology remains relatively low as a percentage of GDP by comparison with most of the advanced economies. Its deficit is concentrated with the advanced economies, while it has surpluses vis-à-vis non-EU countries in general and some developing countries in particular. More than half of exports can be ascribed to manufacturing enterprises, whose position is in balance; the deficit, instead, derives from the service sector, with the exception of professional services (notably architecture and engineering). Finally, trade in disembodied technology is concentrated in a limited number of multinational enterprises.
