Abstract

This very brief paper contains the text of the keynote address delivered on June 19, 2014 to a research conference in Washington, DC on "Advancing Tax Administration," co-sponsored by the IRS and the Tax Policy Center. It describes a way for the IRS to stabilize its reputation with Congress and the public in view of the agency's troubles in administering the EO tax laws.
