Abstract

Carried out a logical analysis of the classical model of collective management decisions “garbage can model” (GCM or CMO). The article describes the general case of decision making under heavy load, and specialized access and decision structures. For the case of arbitrary dimension and a heavy energy load the maximum number of problems that can be solved are identified, and obtained the probability distribution of outcomes. Also established a probability distribution of outcomes for a number of special cases of low-dimensional configuration.
