Abstract
This paper, written when the author was a student, considers the role of injunction in the Warren and early Burger Courts, and the stunning powers exercised in those days in federal litigation for structural reform of schools, prisons, hospitals. It argues that the law school courses in equitable remedies, despite their usefulness, still needed to come to grips with the extraordinary judicial powers exercised at the time.
