Abstract
Portuguese Abstract: A estrutura da internet é composta por códigos, os quais regem as relações dentro da rede. Apesar de desenvolvida para não ser regulada, a internet não está vinculada ao parâmetro pelo qual se deixava reger quando da sua criação. A neutralidade de rede não é um fim em si mesmo, mas ainda se mostra concorrencialmente relevante em um cenário potencialmente predatório. Apesar disso, é importante repensar o grau da assimetria regulatória entre prestadoras de telecomunicações e provedoras de serviços OTT cujos serviços concorram entre si.
English Abstract: Codes are a significant part of the Internet infrastructure inasmuch as as they dictate relationships inside networks. Although developed not to be regulated, the Internet is no longer subject to the very rules that existed by the time of its creation. On the other hand, network neutrality is not a self-contained principle and still plays a relevant role in fostering a competitive environment against predatory behaviors. Having that in mind, it is imperative to rethink the degree of regulatory asymmetry between telecom companies and OTTs whose services are close substitutes.
