Abstract

On December 16, 2014, Congress passed the Consolidated and Further Continuing Appropriations Act, 2015. This legislation provides funding for the Federal Government for the remainder of this fiscal year. Section 630 of this bill is quite controversial. However, a review of the legislative history of the language indicates that it was developed on a bi-partisan basis, and generated little controversy when it was considered in prior Congresses.
