Abstract
Arabic Abstract: منذ اواخر القرن الماضي أصبحت أسواق المال مطلب ومحور اهتمام العديد من الدول النامية وذلك كونها تمثل مؤشر ومرآه عاكسة لما يحدث في اقتصادها، الأمر الذى يتيح للإدارة الاقتصادية في الدولة فرصه أتخاذ القرارات والإجراءات الاقتصادية الكفيلة لمعالجة أي خلل اقتصادي. لذلك هدفت هذه الدراسة إلى تسليط الضوء على الأسواق المالية وأنواعها وأهميتها ومتطلبات ومقومات نجاحها،كما استعرضت نبذة عن أنواع الأوراق المالية المتداولة بها وأساليب تحليلها. ثم تناولت مستويات كفاءه السوق المالي ونبده مختصرة عن البورصات الأمريكية والأوربية والأسيوية. وقد اعتمدت هذه الدراسة على منهجية البحث الاستقرائي على الطريقة المكتبية من خلال مسح نظري لما توفر من كتب ومراجع ذات صله، وقد خلصت الدراسة إلى جملة من النتائج والتوصيات أهمها أن أسواق المال مصدر أساسي للتمويل وجدب الاستثمارات المحلية والأجنبية. وهي تلعب دور رئيسي في تحقيق التوازن بين عرض وطلب النقود داخل الاقتصاد، وبالتالي تشجيع خطط الاستثمار والتنمية الاقتصادية. إلا أن الدراسة أوصت بأن إقامة أسواق المال ونجاحها يستوجب توفير عدد من العوامل اهمها ضرورة توفر البيئة والمناخ الاستثماري المناسب، ووجود الوعى الادخاري والاستثماري بين أوساط الجمهور، وتوفير الأنظمة والآليات والأطر التشريعية اللازمة لضمان الكفاءة والعدالة وتكافؤ الغرص وتحقيق مبادىء الشفافية والإفصاح عن المعلومات.
English Abstract: Since the end of the last century, financial markets have become a demand and focus of many of the developing countries. They represent index and a mirror of what is happening in the economy, which allows for the state’s economic management an opportunity to take economic decisions to manage and address any economic defects. Therefore, this study aimed to highlight the nature of the financial markets, their types, importance and requirements and pillars of success, and also presented an overview of most types of securities and their analysis methods, efficiency levels of the financial markets. Brief profiles on American, European and Asian markets are presented. The study adopted the inductive methodology in exploring and documenting its results by using a lot of books and relevant references. The findings suggest that financial market is an essential source of funding and attracting domestic and foreign investments play a key role in balancing between money’s supply and demand within the economy, encourage investment and economic development plans. However, it is recommended that the establishment and success of financial markets require a provision of number of important factors, such as the need to provide an appropriate investment climate and environment, the presence of savings and investment awareness among the public, and the provision of systems, mechanisms and legislative frameworks to ensure efficiency and achieve the principles of equality of opportunities transparency and disclosure of information.
