Abstract

Problems of the State and State authority have already been being under study for a long period of time. At present time, there are two different principal concepts of the State — “broad” and “narrow”. According to the former, the State is a manner of society organization. The latter defines the State simply as the whole complex of power institutions. From our standpoint, the State should be considered as a multitude of people, specially gathered together and organized within a certain territory by an Authority common to all of them. The methodological basis of such a definition is the so-called system-senergo-activity paradigm in which system, synergetic, activity and behavior methods are combined (general system theory, general self-organisation theory and general theory of activity or behavior).
