Rating suwerena – istota i znaczenie (Sovereign Credit Rating – Its Meaning and Aim)

Abstract

Polish Abstract: Opracowanie to stanowi przegląd koncepcji ratingu kredytowego suwerena (sovereign credit rating), który jest narzędziem umożliwiającym ocenę krajowego ryzyka inwestycyjnego. Artykuł ten rozpoczyna definicja ratingu kredytowego suwerena i dyskusja na temat implikacji tego pojęcia. Następna część analizy poświęcona została problemom związanym z formułowaniem ratingów suwerena, działalnością agencji ratingowych, stosowaną przez nie metodyką oraz rolą ratingów kredytowych w gospodarce. Omówiono także ograniczenia towarzyszące ocenom opublikowanym przez te agencje w związku z globalnym kryzysem ekonomicznym oraz zawirowaniami w strefie euro. Ostatni fragment opracowania to dyskusja dotycząca racjonalizmu ewentualnych reform agencji ratingowych, a także metodyczne sugestie co do formułowania przyszłych szacunków wiarygodności kredytowej państw.

English Abstract: This article provides an overview of sovereign credit rating, which is a tool used to evaluate a country’s level of investment risk. The paper begins with a definition of sovereign risk rating and a discussion of its implications. The second section focuses on the issues of credit rating as well as rating agencies’ activities, the methodologies they use, and the role of credit ratings in the economy. The author also discusses limitations of these agencies’ recently published research on the global economic crisis and eurozone turmoil. In the last section, a rationale for reforming the rating agencies is discussed and methodological suggestions are presented, particularly with regard to countries’ creditworthiness assessments.
