A Proposed Index for Measuring the Implementation of Reforms

Abstract
In this paper we propose an index for measuring the reforms adopted in various sectors. As compared to the existing methodologies, the proposed tool has the advantage of quantifying the overall progress of reforms in five different areas (labour market, business environment, public finance, social policy and public administration) through a common indicator. The Reform Index can be used in particular in emerging and developing countries and provides simultaneous information (both numerical and graphical) about the status of reform implementation in each area and at aggregate level, while allowing for international comparisons. As an exemplification, we compute the index in case of Croatia and analyse its values in a comparative perspective with Bosnia-Herzegovina, Bulgaria, Macedonia, Montenegro, Romania, Serbia and Slovenia.
