Abstract
English Abstract: The litmus test for assessing the democratization of any given society is the status of its minorities. Presently Israel is severely criticized by foes and friends for its treatment of its Palestinians citizens. This criticism is warranted. This paper shows that there is a startling discrepancy between words and deeds: Israeli leaders consistently declare their commitment to egalitarian principles and policies, and they consistently refrain from implementing comprehensive egalitarian policies. It is argued that Israel should strive to accommodate the interests of the Palestinian citizens and grant them equal citizenship rights.
תקציר בעברית: אבן בוחן לניתוח מידת ההתפתחות הדמוקרטית של כל מדינה נוגעת לזכויות המיעוטים החיים באותה מדינה. ככל שהמיעוטים הינם חלק בלתי נפרד מהמדינה וזוכים ליחס שווה מרשויותיה כמו גם לכבוד ולדאגה שווים, כך תהא המדינה זוכה לדרוג גבוה מבחינת התפתחותה הדמוקרטית, ותהוווה עבור מדינות אחרות מודל ראוי לעקוב אחריו. כיום מקבלת מדינת ישראל ביקורות נוקבת מאויביה כמו גם מידידיה משום שאין היא מכבדת את אזרחיה הערביים באותה המידה שהיא מכבדת את אזרחיה היהודיים. אכן, הביקורת הינה מוצדקת. אזרחיה הערביים של המדינה מופלים לרעה בכל שטחי החיים. על קברניטי מדינת ישראל לחתור לכך שכל אזרחי המדינה, ללא הבדל דת, לאום, מין וגזע יזכו לייחס שווה, זאת בהתאם לעקרונות מגילת העצמאות של מדינת ישראל.
