Productivity Commission Inquiry Report No. 16

Abstract:     
On 21 June 2000 the Commission received a reference from the Treasurer on telecommunications-specific competition regulation for inquiry. A further reference was received in January 2001 to examine aspects of the Pay TV market and its effects on regional telecommunications capacity. The report examines competition, regulation, and access issues in Australia's telecommunications industry. Its central focus is on Part XIB and XIC of the Trade Practices Act (which set out provisions for dealing with anti-competitive behaviour and the telecommunications-specific access regime). It also covers aspects of the Telecommunications Act (for example, number portability and licence conditions). It makes many recommendations for change to the arrangements.
