Abstract:     
The paper deals with the opportunities and threats which developing countries face today because of liberalization of service trade. Elaborate study has been done about e-governance service across borders. The paper deals with the issues related to providing government services technologically and issues faced.

The paper also provides an understanding of the measures which should be adopted to make this services known and traded. In this respect importance of Service marketing has been emphasized.
