Abstract
Jamaican Campaign Finance Reformers (JCFR) claim that the flow of contributions and expenditures undermines both political equality and the quality of public discourse.
Their opponents criticize the regulation of political money, arguing that spending and giving money are legitimate forms of political speech, deserving constitutional protection. This debate is now deadlocked.
