Abstract:     
This paper details the FISA court and statutes including its historical development. The operations of the Court are detailed. The number of surveillance orders issued and denied are detailed. Changes wrought by the Patriot Act are discussed. this paper asks whether the FISC is a new Star Chamber or the star of Liberty.
