Abstract
This paper draws together the five key elements accounting for the progress in reducing air pollution in the Los Angeles region under the Federal and State Clean Air Acts over the course of four decades. These include changes in the nature and operations of the region’s industrial sectors; significant adjustments in the its energy supply mix; the continuous improvements in emissions reductions from autos and light trucks operating in the basin; increasing density and redesign of urban spaces; and all this with the backing and intense pressure from the public and organized environmental and health organizations. The case was developed as a case study and background material for the report of the Task Force on Environmental Governance to the China Council for International Cooperation on Environment and Development, submitted in November of 2006. The author served as a member of the Task Force.
