Abstract
The paper examines the legal and institutional framework of powers relating to pollution prevention in rivers. Federalism in Malaysia has resulted in powers over pollution control in rivers being held by several agencies and authorities like the Drainage and Irrigation Department, local authorities, sewerage services corporations, the Department of Environment and district land offices. This paper looks at how to resolve the overlapping powers through an integrated approach. Several existing models of river management and international best practices are identified to come up with proposals for reform in the management of rivers towards better pollution control and water quality improvement.
